It isn't because the hair changed. It's because the end of the hair did.

A strand of hair naturally tapers to a fine point. That narrow tip feels soft against your skin and makes the hair look finer. As the hair grows back, that cut end feels stiffer and looks wider than the original tip, even though it's the same strand.

That's also why a freshly shaved beard feels scratchy. You're touching hundreds of tiny blunt ends instead of naturally tapered hairs.
